People don't always spend money to make money Leo. Some people like a sense of achievement from completing something even if they have paid for that experience.
For instance people pay quite a lot of money for Lego models just for the challenge of building them. It is the same for Candy Crush some people don't mind paying if they think they are winning something.
If King offered money as a reward for playing the game would then be considered gambling.
I would suggest to anyone who has run out of gold to just quit the game now.
