Needless to say, make sure your phone is connected to the Internet while playing and that the game app is up-to-date. Try another (type of) Internet connection as well.
Do you have many boosters on your phone? Have you tried playing on a tablet or computer?
Have you spoken to Support about this? Take a screenshot of your inventory in case things go wrong.

Same advice to you - check connection settings, including for the Candy Crush Saga app, and try another device.
What device are you playing on right now? When did the problem occur? Was everything OK before that?

I've got it a few times but I've never really needed to restart the app. I would just ignore it and continue as normal. It usually appeared if I opened the Weekly Contest too quickly after starting the game but that was it - everything was fine after closing the message.
