Hi and Welcome to the King Community
Level 4218 is an Gummi Dragon level, you have to collect one Dragon to complete the level. The Dragon has to travel down the middle section of the board so you have to remove all the things that are blocking the way including locked waffles and licorice and you will also need to clear as much of the chocolate as you can, but this can be done as you clear the waffles.
Don't waste moves on just clearing chocolate, instead look for chances to make combos which will help to collect the Dragon at the same time as clearing the chocolate. The chocolate is not preventing the Dragon from dropping, but it will block your moves if you don't keep it under control.
