I believe that competing with people would is low level is not fair so in order you can change the levels competing fair

I'm forwarding below Gandma's thoughts, at her request. She is currently at level 14391, and has been playing Candy Crush Saga since her Mafia Wars closed down.
Is there really a fool-proof way to group crushers FAIRLY for any given in-game contest (tournament/cup/collection/race)?
GROUPED BY LEVELS?
The obvious marker seems to be : to go by levels, grouping players within a band of levels (in bands of 100 - ?00levels). But is that really fair?
Apart from what @Alienscar has mentioned above - what about other markers, such as those with ad/free boosters versus those without; those who pay cash for boosters package vs who don't -how about those who can spend hrs daily on the game vs those who play a few levels or an episode a day?
Furthermore, we do have seasoned crushers having a 2nd , 3rd account to start the game afresh from level 1.
As an aside, there is actually one contest that has been a regular feature in the game for a special group of crushers, based on their level achievements, having reached the end of the game map - the STAR TOURNAMENT. So stop feeling sorry for top level crushers who may be missing out on regular events like Champions/Episode Race, Candy Royale, Sam's Streak, or seasonal Tournaments, Cups, Collections. They have an exclusive event and the rewards aren't too bad either.
There's no limit to levels available for this tournament, all being recycled levels with skulls. These can also be used to fulfil daily Choc Box orders.
CELEBRATE DIVERSITY
Let's celebrate diversity in this global crusher community. The game provides a diversity of events, some appeal to a group more than to another. Some annoys many, but pleases a few (Candy Royale?) You'll find at least one that you like, and just enjoy your game. Most of us prefer not to pay cash to play the game, let's not be unkind to those who do (they keep the business going, after all this is a business for King, don't be like Zynga).

To be honest you aren't the first person to say that the Weekly Contest should only include players that are close to each other on the map. It is an issue that is quite often complained about.
I can't make my mind up as to why King don't allow this. It could be technically too hard, or it might be a deliberate attempt by King to make people try harder to win. I can't be sure as I do not know enough about the code used for the Weekly Contest.
The important thing to remember about the Weekly Contest is that you are the only person that wins anything from your Weekly Race
That is, the people shown in first, second, fourth or whatever position in your Race aren't necessarily in the same positions in their Race
My opinion is that the Weekly Race is designed this way to 'encourage' people to try harder to win their Race and possibly buy things to do so.

Yes I have been referring to the weekly contest. I don't belive that is fair for anybody who is in levels 5000-6000 to compete with someone who is in levels 10-100 . How should I win any boost or gold anything when I pass 20 to 40 levels per week and the other person is passing 200 300 400 levels.... I believe that is more fair to play against other people who is on the same levels or at least closer levels. I didn't mean anything else.
Hello @adizae the problem is that the situation isn't that simple.
The Episode Race and Candy Royale already do not work correctly for people at the end of the map due to the small number of players available. If competitions were changed to ensure that players only played against people on the same level then players at the end of the map would be excluded from competitions.
Also there is more imbalance in the game other than the level you are on. Some people get adverts and some people don't. Should the people that get free boosters be excluded from competing with you if don't get adverts?
Some people pay for booster packages and some people don't. Should people that pay only compete against other players that pay?
A Kingster told us that the hardest levels of the game are those between levels 4000-6000 so should players on those levels only compete against each other?
