Hello @DonnaB - at this time the levels in a week challenge is with both friends and random players. There have been suggestions to make it just with friends, but at this time you could be competing with anyone.
There was an event in the past where you could create your own team of 5 players to accomplish tasks to win boosters, but that was removed awhile ago.
