I have never yet failed to pass this level at my first attempt, so you are right, but what does it matter what the rating is? Level 10 is easy as well, but rated hard. These early levels are in fact as easy as King decide to make them in any particular week for any particular player. These level are just there to get you into the mood of playing the game and enjoy it. Some of them I play one week and it takes several attempts before I can pass without boosters, just because the wrong candies drop from the top, but other weeks those same levels are over with lots of moves to spare because King have given me a lucky board with lots of opportunities. The rating on these early levels is not something that is fixed.
