Whenever my wifi is on and am playing candy crush saga and I don't win a level am always given ads to watch but nowadays the stuff just keep rolling and showing contacting app store for like hours

You have mentioned couple of issues in your question...
Issue One --> Not receiving Ads while playing the game through WiFi! Do you usually play the game though "Mobile Data"? If so, do you receive the Ads then?
Issue Two --> The circle keeps spinning and the Store won't connect!! Are you trying to purchase boosters or extra moves while playing the game/at the end of the level?
