Who is the bad guy that appears in the level where the special colored candy is featured?

There in the first levels in one that I don't remember, there is one where the brigadier is introduced to the player, but before that a bad "figure" appears saying something against Mr Toffe from what I remember and then Tooffe appears and says he has the perfect candy to use against him, at least that's what I remember.
The question is, who is that guy why is he evil, where does he come from and what does he do?
Why don't I see in the game almost nothing about the unfolding of events in each episode? (at least it seems to me that each episode has something going on behind it)...

I could but the problem is that I will have to roll there in the first few levels and I don't know exactly which one it is, if I make a mistake I will have to play, and if I lose I will lose my sequence? Another thing, if I enter that phase I mentioned, will the appearances of the instructions on a certain candy still be displayed? because if they aren't it means that guy won't show up and then it won't even be worth it...
