Why are the number of moves per level different for each player? I get 20 moves for the level I am on, other players get 25?

As far as I am aware, at any given time every player gets the same number of moves now. Please do explain how you know others get more moves right now. As far as those YouTube videos are concerned, those are old and King change the number of moves in many levels all the time, they alter the levels every week! Don't ask me why this is, only King know the answer and they won't share their secrets with us, but I am under the impression that every player has the same number of moves at any given time.
