You need to get in contact with the agency via which you pay, such as Apple or Google Play. They hold your bank account payment details and should have securities in place to not allow any unauthorised purchases. Should any unauthorised purchases have taken place this could be fraud or your account being hacked, so they ought to investigate and give you a refund.
