Getting no lives sent or I have 20 lives but I am having to wait 30 minutes to get them

I am trying to understand why I can't use my 20 lives

it seems I can only use one every 30 minutes or whatever is on my timer. I am giving out lives and not receiving them back I have 157 friends which is odd. I have uninstalled and reinstalled about 30 times in the last 2 weeks and have now got extra moves back with the flying saucer. I went 4 weeks with no extra moves. Very frustrating as I can play my 20 lives
