unable to get last dragon to move, no matter what I do it always ends up in this spot (see pic) and then that’s it!

This level has a set sequence to be followed and so is best not to use starting any boosters here. There is no way back from the position you got yourself into on the screenshot. Don't remove the yellow candies and use them to move the dragons onto their exits as shown in the video below.
