Hi there and welcome to the community. This level is one where there is only one starting board. Hence King have full control over whether you will pass or not and my first recommendation would be to not waste starting boosters after your first fail on any level of this type, ever. If the game won't let you pass on your first try then it will hold you up for a number of pre determined tries. Eventually it will give you a lucky board with all the right candies to pass. That is how Candy Crush works at these level ranges. Wait for the lucky board, which will look something like what you see in this video. As you can see a colour bomb drops out of nowhere here after a few moves. Follow the moves suggested by the game for the first two or three moves and if you get chances to make special candies continue, if you are obviously blocked, quit and try until you get a lucky board.
