This is a "wait for the lucky board" type of level. See how the starting board is always the same? These types of levels are the ones in which the King team have pre determined if you will win or lose. It's not uncommon for the legendary levels. You need to play this one without starting boosters, again and again until you get a lucky board with lots of opportunities to make special candies for combos or colour bombs dropping out of nowhere. Check this video for what a lucky board might look like. Follow the first move or two that the game advises you to play and see if you get a lucky board. You will know if you do a few moves into the level, so just quit if it isn't happening and keep trying until you do. Don't waste any boosters unless you are near the end and can see you can definitely clear the board with them.
See in this video how the jelly jars all pop early on and a colour bomb suddenly appears with 16 and then again with 13 moves left. If your board isn't anything like this, just quit and try again. Good luck!
