I did not receive the 45 gold bars from the previous win. I restarted the game and it still did not happen. Did this happen with anyone else? Is there a way to still receive them? Thanks for your time.

I am sorry to hear that you did not receive your Gold Bars from the event you won!!
Was it an Episode Race? If so, you will have to send your complaint to King Player Support team!
1) If you are playing on a computer - Facebook Browser version, please use this link to send your complaint --> https://soporto.king.com/contact
2) If you are playing on mobile device, you can send your complaint directly from your game --> Click on the Pink Cogwheel -- Click on ? icon -- Go down to "Events" and click on it -- Select the option that is suitable for you -- In that window, scroll down all the way and click no "Contact Us" button and send your complaint.
