I have played both with ads and without ads and in my experience the games without ads get other benefits. I get extra lives before levels from "friends" and better rewards from events. The levels may also be easier to pass without boosters for those players in the no ads test groups.

Is the issue in your game that you are not receiving any Ads or you are receiving the Ads but, they are not working properly?
If you do not have Ads at all --> The feature is not sent to all. Hence, only some players experience this additional feature.
If you do have Ads, but there is an issue --> It was reported to the Studio a while ago and they were investigating it. But, looks like the glitch keep coming back!!
If you are experiencing glitch with the Ads, please do not try to reinstall the App! Because, it will not help as the issue is on not your side!! Until the game fixes it, you cannot do anything!!
