I bought extra lives one time and the advertisements disappeared for good. No more watching ads to get free boosters. Do you turn this feature off when somebody purchases something one time?

But yep, you're yet another victim about that.
It's the unfortunate truth that once you buy, those ads go bye-bye.
The lesson is learned the hard way, but better late than never.
If starting all over is not a problem, you can try the new account on new (or factory reset/formatted) device method.
