It is not a glitch on your side, but it is how some levels are designed!! Whenever you see locks on the boosters, it is when Candy team has either removed the access to pre-game boosters OR it is another test they are running!
Like I said above, it is not a glitch on your side. Hence, please do not delete & reinstall the App.
