The number of fish per level does vary and is quite unpredictable. If you have a timed booster you only ever get just one fish. However, even if we play our own booster fish sometimes we only get one. Usually there is at least one more near the end, sometimes there are quite a few. I don't know if it is random how many show up, but knowing King I doubt it is random.It's just part of the way King control the difficulty of the level so they can decide if you pass or fail the level.
