I have found a video on YouTube. Is this how your level looks?
If so, the baby Dragon is hiding above to that spawner at the top of the screen. Once you destroy that blocker, the Dragon will drop down.
Remove the Frosting in the bottom of the board -- create Wrapped Candies & Striped candies and make combos in the direction of that spawner blocker. After few tries, it will be destroy the blocker and dragon drops down. Please watch the video and you will get more hints and strategy👍️
