Sorry I posted before completing my rundown. This is how I continued:
After the bubble gum is destroyed you can match the sets of two colour bombs. Do this twice. Now the trick I used was to NOT match those two colour bombs at the top.
Your frog is charge up again, so use the FROG instead to get that one frosting, by moving it just below it. This way the toffee swirls will be released and you still have that colour bomb/colour bomb combo at the top to help clear the board in what is now just three moves. I was lucky here to get the colour bomb/striped combo at the bottom to drop all those toffee swirls and then hit them with the colour bomb combo on the next move.

I've figured it out. Starting off with 20 moves follow this sequence:
First remove as many of the blockers around the cakes and the first key without exploding the cake. I got to this situation:
At this point you have to NOT go for the cakes, but wait until the frog has moved up to the empty space. Use the two moves until the conveyor belt gets it there to remove more of the blockers around the cakes without exploding them.
Now use the frog to get the red key.
Now is the time to clear those two cake bombs which will now destroy the bubble gum.
I agree with you that there is something not right about this level. I have a defunct game at level 15,000 and scrolled back to check out level 8815. Not only are the moves very tight, but what I do not understand is how the keys that unlock the bubble gum work. The orange key on your screenshot will unlock the red key. The two cake bombs will each clear the board and with that both keys. Yet unless you use the frog to clear the red key before the cake bomb does it I am left short of clearing the bubble gum, which can not be hit by the frog! So if I get into this situation I cannot proceed unless I use lollipop hammer on the the bubble gum.
I will try the level a few more times to see if there is a way to pass it without boosters. I am getting some lucky boards (perhaps because in this game I haven't played for so long King are kind to me ?) so let's see if it can be done in 20 moves. I did manage it a few minutes ago using one striped candy booster.

It's been more than 20 days, but my problem hasn't been resolved yet. I'm still not receiving ad boosters. Even after two recent updates, I'm still not getting the ad boosters.

this level opens and immediately says you lost the level with zero moves made. I believe there’s a glitch in this level. It’s been happening for two days.
As i can read here and also on other platforms, ads like Temu, Zeekr ,..even a Grey screen pops up every now and than …are horrible. Players from Candy Crush are complaining already for months about this issue. Why doesn't Candy Crush solves this problem.., or stops with this ads..They make you click on the ads..for Temu…
