I have a $20 coupon from Google Play, but it doesn't appear when I shop to use it in Candy Crush Saga. Is that a Google Play issue? Or are gold bars and boosters not in-app purchases?

No! Both Gold Bars and the boosters are in-app purchases.
And, yes! There must be an issue with the Google Play Store! Please contact Google Play support and seek assistance.

King games do not have any Play Points feature in the game.
