I would suggest you take a look at this video. This player seems to have gotten 9 extra moves from somewhere, but they don't use those, so it does look like with the right strategy this level can be passed. You need to start with the first move at the top of freeing the dragon by matching the yellow candies and then get the keys to later match the other yellows and reds to do the same for the other dragons. It's important not to destroy the yellow or red candies with any boosters, so be careful with that. I would not play a double colour bomb or party popper at the start of this level.
