I've been stuck on this one for a long time. I do not want to have to buy anything to pass it. Anyone have any tips for me? Have you passed it without boosters?

I found a video of this one with 19 moves and only starting boosters, so it seems to be possible if you play the starting boosters. Or at least, it was possible a month ago when this was posted on YouTube. It seems to be a pretty normal legendary level with no special tricks to pass. My usual advice with these is to keep at it until the right candies drop from the top (a lucky board). Often with these levels playing a starting booster may trigger a lucky board, so if the game gives you timed colour bombs or wrap/stripe or fishes, then try again to play this level to see if any chances open up for you. Also on legendary levels like this I always advise to keep "hints" turned on and follow the first move the game suggests, as this may open up a lucky board for you. But yes, I do think this level is designed to require starting boosters to pass. You should have some events in your game to help you collect those by replaying easy old levels. I suggest you do that and then use that strategy.
