I can not level up this
As Pyrolight said, this is the start of the levels designed by King to be impassable without boosters or gold. Legendary levels like this one generally need pre level starting boosters to pass, BUT they also eat them! My best tip in general is: If you are on a win streak, play starting boosters for legendary levels to keep your win streak. Many of these earlier hard/harder/hardest/legendary levels will help you pass IF you play starting boosters. But if you fail, then starting boosters (I mean the pre level colour bomb and wrap/stripe) do not help you pass on your next few attempts, so after your first two tries don't waste your precious boosters each time you attempt such a level. Once you are stuck you will have to keep trying until the game offers you so many extra moves you can pass with 10 gold. If you are out of gold wait until the game gives you timed starting boosters and then watch out for a lucky board as shown in the YouTube videos. King sometimes help players along by dropping the right candies to create combos of special candies. So watch out for these and take advantage of them. We call those "lucky boards". If you are really lucky someone at King will read your post and send you a lucky board. Let us know if this happens. Hope it helps and you get lucky soon!
And also after level 261 there are some easier levels that should help get you back on your win streak. If you play an entire episode in 24 hours you will definitely win the gold from the episode race. Use this gold wisely, use your boosters wisely, and play one episode at a time to try to win the race, then this can be a great game to play and enjoy.

Unfortunately levels like 240 are just a trash fire.
You have to use boosters to have a chance of passing it. That means you need to either pay cash to buy them or use gold you can get from in game.
You have hit the Candy Crush wall. This is just one of many of these types of levels.
