About the all stars game, can I go back to another level that I've already passed and collect the lilac stars? Or will it be cheating?

Going back to previous levels isn't counted as cheating @klebsonaviz in fact it is even hinted at in the T&Cs of the competition.

5.2. Points: Participants will be tasked with collecting special All Stars candies in any given Stage in the Tournament. Participants will receive additional All Stars candies on for successfully completing new/uncompleted levels during the Tournament.

The fact that the T&Cs state that players will receive extra All Stars candy for playing new levels alludes to the fact that people that don't play new levels will not get the X30 bonus

It's not cheating @klebsonaviz but it will get you nowhere in the competition because each new level will give you 30 times as many lilac candies as any previously played level. So don't waste your time with old levels.
