Hello @zimr spending money on boosters, gold and unlimited lives will undoubtedly help you complete levels more quickly than people that don't spend money.
It should be noted though that spending money doesn't guarantee you will complete a level first time every time.
So yes, on balance Candy Crush can be considered pay to win.
You can't buy your way to win All Stars. If you could, what would stop any other player from doing exactly the same? And if they all did? If thousands bought their way into winning, how would that work if there are only going to be 10 winners? It can't work!

Yes it can @christinewupp but mostly it works for King. It also works for the player that spends the most and eventually wins. I believe a spending race is what the All Stars is about.
I imagine there are already thousands of players spending their way to the top of the leaderboard, but as you say the issue with this approach is when you come up against another player doing the same thing. One of them will win (so they have paid to win) but at what cost?
