You will have to send a complaint directly from your game to Apple Support by following below steps⬇️

Click on the Pink Cogwheel (Gear icon) located in the top right corner of the game map screen;
Click on the ? icon in Settings window;
Go down to "My Purchases" and click on it;
Scroll down to "Why haven't I received a purchase on my Apple device" option and click on it;
Check the info and follow the steps provided there.

Hope they will help you quickly and resolve the issue.
