When we switch our devices, only the level progress and the Gold bars will be transferred because, only these are saved to the King Servers.

Whereas the Lives received from our friends and the boosters are stored on to the local memory of the device we are using and hence, they won't be transferred.
If you still have your old phone and did not delete the game, you can still play the game on your old phone and use up all those boosters on the hard levels.
