The trick is to wait for a lucky board and NOT waste all your boosters on this, because they won't help.
King change how long it will take until a lucky board appears every week. This is written into the coding for this level through the candies that drop from the top. So don't waste all your boosters on this or any other legendary level.
To pass legendary levels like this: Use starting boosters only on your first attempt if you are on a win streak. Together with a win streak you may pass on your first attempt. If you don't pass on your first or second attempt the game will hold you up for a long time. It is written into the algorithm and no starting boosters will change that, so don't waste them. Eventually the game will let you pass and drop the candies you need to create combos of special candies to break through the blockers, as shown in this video.
