how can I retrieve my progress from old I pad to new one

All you need to do is install the game on your new iPad and log in with the same account details you have used on your old iPad!
All your Gold Bars & level progress will be restored as both these are stored onto King Servers. But, saved boosters & stored lives will not be transferred as these are stored on device's local data - unless, you back up the game to iCloud service!
