what does it mean when a player has lives in their envelope, but is unable to use them because they are frozen?

Can you please explain what you meant by "the lives are frozen"? Do you see a timer there?
With the new changes to the Lives feature — we can only collect 20 lives from our friends! If you have reached your limit of 20 lives per that day, you will have to wait till the clock (your local time) struck 12:00:00! Then, you will be able to collect another 20 lives.
If this is not what you are experiencing, can you show me a screenshot of your Envelope - after you click to open it?
