Instant level fail: why does this happen?

Earlier today I failed this level instantly, before I even made one move and before even one candy was crushed, because there were no possible switches. This wasn’t the first time it’s happened either but it is my most recent experience with this incident.

How is this possible? Why does it happen? Instead of me failing the level instantly why aren’t the candies randomly resorted so there are possible moves? What is going on here?

What happens in a level like this one is that so many of the candies are tied up and can't be moved, leaving only a few candies that can be matched, often one possible first match on the standard starting board. Then along comes a colour bomb or two, from your win streak and pre level booster that you played, and it ends up blocking up the one match that should have been possible to make. All the other candies are tied up, so there can be no reshuffling. This should not happen, but because it only ever holds up a player once, on their first try, there never seems much of an urgency to fix this glitch. Second time round you won't get the glitch again, because you have lost your win streak boosters, so they can't block those moves again. This means that surprisingly few complaints actually come in about this. Some levels I think have been fixed by been taking away the choice to play boosters, but other levels appear to have been missed.
