I have found a helpful video which shows that to pass this level you will need to remove some of the liquorice before the dragons move down to the bottom. If you don't then you will be left a move short, but removing the liquorice with a match next to the one at the bottom, or a striped candy will make the dragons drop down faster. You will need a lucky board for this, but it can be done if you get the chance to form horizontal striped candies and especially a wrap/stripe combo. Note how Johnny got the lucky combo and then waited until the dragons were all above the exits to make the winning match to bring down all the dragons at once.
