I agree with @PummyRaj , @crushermaster . The Party popper is like all boosters, it needs to be played at the right time and is not a guaranteed way to pass any level. And yes, it's never a good idea to play it on your last turn. In fact in those very blocked up levels often I find the party popper is a good booster to use quite early on. On levels where keys are to be collected or sour skulls to get rid of I do this first to unlock all the blockers, and then use a party popper to clear the blocker layers. I usually find that is the best moment to play them. Often the game registers this and will drop you the candies you need to pass the level if you played the party popper at the right moment.

Actually, it depends on the level we are playing! If our level has blockers such as Frosting, Licorice, Waffles etc., with multiple layers, sometimes, these won't be cleared by the Party Popper and the extra boosters it drops on the board!!
If you are playing levels with such blockers, you have to be careful before using the Party Popper! Also, make sure to save few moves to use on the left over Jelly/goals.
