This legendary level can be beaten and I have managed to pass it without using any boosters this morning. So firstly, don't waste starting boosters on this level. The starting board is identical each time you play, so on levels like this it's always best to not play starting boosters and to play the first move the game suggests. Play the first move matching candies on either side just above the toffee, and then hope that the game will drop you the right candies to create wrapped/striped candy combos. This video illustrates how wrap/stripe combos can help pass this level. When I just passed this I also managed to break though with a wrap/stripe combo. Soon after this the game created a colour bomb, which I then managed to use for a combo with one of the striped candies that drop from the top. Making combos of special candies is key to passing this level. The game will give you these chances, but not on every attempt, so you need to watch out for that lucky board and then take every opportunity the game gives you.

In my experience legendary levels like this follow all a pretty similar pattern: If you are on a win streak and also play starting boosters then the game may allow you to pass on your first attempt. Sometimes if you play starting boosters you might be able to pass on your second attempt. If you fail twice the game will hold you up on these levels until you give in and pay for extra moves or play a UFO or lollipop hammer if it allows you get close enough for one of these to pass within the last three moves.
You need to be aware that the level design is fixed and from the moment the starting board appears no manner of playing strategy will change the possible outcome: If the board is set to fail you will fail, unless you play powerful boosters, no matter what moves you make because the candies that drop are not random. So the strategy on these levels is to wait for a "lucky board" that will allow you to pass IF you make the right moves. Starting boosters rarely affect the outcome of legendary levels, so I would recommend not to waste those on every attempt here or on other legendary levels (except your first attempt).
To spot a lucky board: Play the first move the game suggests. Watch out for any opportunity of creating special candies: Colour bombs, striped candies, wrapped candies, especially those that form by themselves are an indication that game is helping you. If you get a lucky board try to make combos with these special candies, as those are the best way to break through layers of blockers. On this level, if you get a wrapped candy, try to place it next to a stripe that drops from the dispensers.
I find it best to keep a lollipop in stock for use on these levels if the game lets me get one jelly close enough, and also to keep some gold in stock so I can pay my way out if it takes too long for a lucky board to appear.
