Hello @Tlwilson169 and welcome to the community! Does your level look the same as this video? If so perhaps watching the video might help you spot which opportunities to look out for in your game. Legendary levels you will only pass if the game allows you to pass by giving you the right opportunities.
This video is an excellent example of this: See how with 11 moves left the game suddenly starts to help this player by creating a cascade ending with a colour bomb forming. If you notice the game helping you like this, then on your next few moves you need to watch out for and take advantage of any opportunities to create special candies and combos of special candies that you can see, and then you will hopefully pass.
