Simply put: You never get rid of the frog in Candy Crush. A frog order of "2" means you need to move the frog twice.

Level 8642 .
Try to use one of the colourbombs to grow the frog and work on clearing the top cake, this will uncover the sour skulls. Clearing the sour skulls will unlock the keys which you need to unlock the licorice bottom left. You need to clear the second cake to collect the blockers for the orders. Use the frog where it is the most useful, either to clear the skulls of collect the keys, don't forget to use the frog, you don't want to be left without moves and still need the frog for the orders.

Is this the first Frog level you are playing?
