Forget what I wrote earlier re strategy for this level @Deal_One , (I have deleted that advice).
They appear to have let some drunken monkeys loose on rewriting the algorithm for this level and I can't use any strategy to pass this. The candies just drop as they please and blow up in pointless cascades that don't really hit the candy cakes early enough. Apparently this level is not rated, so this must be a recent change. In theory get the top cake, then the other cakes, hope against hope that a lot of liquorice drops (sometimes none drop at all and I can't figure out why) and if you get enough helpful cascades to get all the candy cakes and fulfil the orders you will likely be left one chocolate short at the end. I'll try it a few more times to see if it's ever passable.
Okay, so I did pass it just now. There is no point to try to use any strategy until the last three moves or so. The pass/fail/one move short algorithm only really kicks in in those last three or four moves I think. I got this once all the cakes were blown up:
So here I had enough liquorice and bombs to fulfil the order with a two colour bomb combo, which I can make by matching the orange candies underneath that colour bomb. Quite a crude level. Zero strategy. Full control by King. Like so many levels recently.
