I am unable ot purchase any lives or upgrades for the past day or longer. my account is good, computer rebooted, any explanation or help or is the issue with the billing app? Please advise?

I have internet service, no issues there, restarted pc, no change. dont know how to check game for latest versions. hope this gets fixed soon.
