You have an order of 40 layers of frosting here, and it is produced by the two magic mixers. If you destroy the mixers before they have spawned enough frosting, it's no longer possible to fulfill the order, and you will receive this message.
The mixers produce frosting at a slow rate, so you have to wait patiently until they have produced enough. In the meantime, clear the frosting that is being produced and attack the cakes, but don't clear all of them just yet.
I was lucky to create a combo in the corner, so I can wait when the time comes to unleash it.
With 9 moves left, I have enough frosting on board, so I set the combo off.
The combo did a great job. All the frosting is now collected, and the upper cakes are gone. The mixers are no longer needed, so now I can attack them. The remaining lower cakes were cleared when the last mixer exploded.
