I think you need to use starting boosters, preferably all three. More so, you must be lucky enough to get a color bomb placed next to a YELLOW special candy by the game. All the keys are yellow, so a color bomb + yellow special candy combo will turn the keys into special candies and collect them in this way. This is crucial.
Once the bobbers are unlocked, use stripes and combos to generate fish that will target licorice locks, twists, and jelly. The best way to spawn fish is to create a striped and wrapped combo next to the bobbers.
Below is a video from a player who won this level with starting boosters using this strategy. In this video, the player had 19 moves, but only used 14 to win.
It's a must to get the keys on your first or second move. The best strategy is probably to run both timed color bomb and timed striped/wrapped boosters to get the needed combo.

level 6830 the bottom button is all jumbled up, I already rebooted and cleared cache.
Why I am getting ads to get prizes?
As soon as I got to this level it gave me an error message 'unable to win level' and kicked me out. I tried again a few times and same message. How do I get past this level? It says level needs yellow candies and no yellow candies show up so I can't even play it.
