I have tried this level out and found that I could eventually pass it playing all three starting boosters. However since legendary levels are designed to be impossible even with boosters on most of our attempts I would not recommend you play starting boosters on each attempt as this will deplete your stock. You will only pass if the game gives you a lucky board. This sometimes comes just after the game lets you get quite close and for me that worked:

On my fifth attempt playing with no boosters I got close, with just a few jellies left. This was what I call a "nearly lucky" board: I started off with a chance to create a striped candy and later on got chances to make two colour bombs, I got close but the game did not allow me to pass. A UFO or 5 extra moves probably would have helped me pass. So on the next attempt I played all three starting boosters, hoping the game would give me a lucky board for doing so: It did.

This is the result after I play the obvious first move, the colour bomb/stripe combo:

It is already apparent that this is my lucky board. The game has created two more striped candies and lots of the blockers have gone. There are probably several choices here which will all lead to a pass. I matched the blue candies in the middle.

On this board above there is a chance to make a striped candy with the four reds at the top, so make that match next. I continued to play according to these three simple rules:

1. Make any match possible to create special candies

2. Play any possible combo of special candies that you get

3. If 1 and 2 do not apply then play whatever move hits the most blockers

and a few moves later I got to this:

The next task is to match candies next to the gumball machines to make them disappear.

There is a chance to make a blue wrapped candy or an orange striped candy here. This is now easy to win, the game will help me now unless I really mess up. Don't miss those chances to make special candies.

Finally the game gives me one more fish. But I see a better move, match the three orange candies to line up the wrap and stripe for a combo, which lets me pass with three moves spare:

I am not sure if this level will give you such luck without playing starting boosters. Lucky boards are written into the game so the key to success is to recognise when you have one and then follow those three rules I mentioned above. Sometimes legendary levels only will give you a lucky board if you play certain starting boosters. They are designed to block players and force us to use boosters or gold to get past. Waiting for a lucky board can be very tiring and frustrating, so if you see that there is no luck early on in this level, you might as well quit and try again. Often it is best to pay the 10 gold bars once the game offers you enough extra moves for 10 gold, just to get past an annoying level. Try to win episode races by playing one episode each day to refill your gold.
