There is nowhere specific in this game to do this. You need to have a payment method set up on your phone. Candy Crush uses the same payment method that you would use for other purchases made from the App Store that you use.

i.e. Apple if you play on iPhone and have issues with your Apple-ID, Google if you play on an Android device and use your Google Play account for purchases, Facebook if you play on Facebook etc.
