Yes, those candy canes are a blocker. What you need to do to hit those magic mixers is use wrapped and striped candies. To unlock them you will need to get the keys first, so it is hard to do all this in 18 moves and you will need a lucky board for this.

So the usual rules for tricky boards like this apply:

1. Make the first move the game suggests
2. Make any move you see that will create a wrapped or striped candy, or a colour bomb
3. Try make a combo of special candies: watch out for such opportunities. Wrap/stripe, colour bomb/wrap or colour bomb/stripe, then set these off. (The video shows this beautifully, without wrap/stripe combos or colour bomb combos you cannot pass this.)
4. If there is no good move visible on the board make the move the game suggests

I have found that this is a pretty sure fire way to spot a lucky board and to take advantage of a lucky board. If you have been on this level for two weeks it's likely you missed a chance where the game was trying to help you with a lucky board, so it's always best to play methodically as I described above, because then you won't miss the few opportunities the game gives us to pass a tricky level like this, with so few moves.

Note that the magic mixers require a total of 5 hits each to explode, so if you find with 2 or 3 moves to go you are really close and have a hammer, you could use one on it if all four screws have gone from the four corners.
