Hello @slaygirl The hardest level in Candy Crush is whichever level King have decided to not be possible to pass within the moves given. This changes from week to week as they rewrite levels and entire episodes constantly. Just yesterday I was unable to pass level 330, which is shown below. If the game does not want us to pass a level then we won't pass, so any legendary level can become not just the "hardest" but impossible.
To pass the above level in 15 moves you need the right candies to drop from the top. If they do not then this level will be impossible to pass. Almost every legendary level in the game is much like this one, so we cannot call any one level the "hardest".
