I have checked YouTube videos of this level and can see what your problem is.
There are two types of chocolate and orders for both of them. The milk chocolate is no problem as there are spawners on the board, so it's best to hit it as much as you can and you will fulfil that order easily. The dark chocolate you need to be careful to not destroy before it has grown. It is at the bottom and luckily some of it is covered by sugar, so it is unlikely to get destroyed by cascades early on in the level. If you remove the last piece of dark chocolate before you fulfilled the order then the game will tell you "not enough orders" and fail you. There is also a magic mixer on the board which spawns some dark chocolate. Try to not destroy it too early.
This video illustrates how to play this level very well. Note how with 8 moves left there is just one piece of dark chocolate left on the board but an order for eight remains. At this point it is important to play near the top and do not hit any dark chocolate until you have enough on the board. It will grow by 1 each move you don't hit any. (You can hit the milk chocolate at the top as it won't affect the dark chocolate.) If possible, and if you are tight on moves, try to create special candies to set up a combo of special candies that will hit all the chocolate once you have enough on the board. This video illustrates this beautifully.
Note that this player used the lucky candy boosters to help them, but this is not necessary to pass. Try to play no starting boosters but make the first move the game suggests and try to make special candies and combos of special candies to clear the board early on. With some luck the game will not trick you but try to help you pass, so if you do get the chance to create special candies and especially combos of special candies early on then do hit them. When you see there is only one or two screws left in the magic mixer try not to hit it until it has spawned some dark chocolate. When you get to the last 8-10 moves count the dark chocolate carefully and concentrate on how and if you can grow enough of it to fulfil the order.
