Don't feed the Troll now impossible

I have this event, but it's not working like usual. What has changed? I play a previously played game and it's not collecting. I'm on level 17875 so if you have to only collect on unplayed levels I might as well forget trying.

Might as well forget trying! The Troll no longer works when playing old levels!

It is actually worse than you think. The first few new levels get a huge difficulty boost when the event is active, I used to only play it with new levels, making it an event that actually wastes your time.
