You probably had a situation in which your win streak boosters were blocking all possible first moves of the board. If this was the case then please do report this level to Player Support:

These levels usually play normally on your second attempt when you no longer have the win streak boosters. Don't play starting boosters either and the level should play normally on your next attempt.
