Since the issue happens only on your account but works when using a friend's account on the same device, this could be linked to your game profile rather than the device itself.
To make sure your game is fully updated, here’s how to manually update the game on Android:
If you’ve already updated the game this way, you could also try clearing the game cache (don’t worry, this won’t delete your progress):

Now that you are back @QueenB is there anything you can do to help @BipbipMoi ? This player has been posting repeatedly about this issue: The friends list does not allow them to send or receive lives. Player Support have not helped nor have any of the trouble shooting measures that we would normally recommend. Is there anything that can be done to fix this issue?

Hello @BipbipMoi Sending lives is not at all related to payment in Candy Crush.
Which method do you use to send lives? King have moved our friends list from the top, next to the profile, to the bottom of the map screen. Your friends list should sit between Events and Shop at the bottom of the map screen. What happens when you click on "Friends" there?
This is the location of my friends list at the bottom of the map.
When I click on "friends" and see the options "list" and "add" at the top. I click on "list" and my friends list shows up. I click on one of my friends' name and their player cards shows up.
This below is one of my friends:
As you can see I have the option to request a life and send a life. Do you see something similar? I can do this once per login. This shows up after I have sent a life:
To do it again I must close the app and reload the game.
